AI training in the UAE is now a workforce priority: the country set a national AI strategy with a 2031 horizon, appointed the world's first Minister of State for AI and made AI a formal subject in public schools from kindergarten to Grade 12. The three AIRIS certification levels give individuals and organizations a structured way to match training to roles.
AIRIS (Artificial Intelligence Readiness and Innovation System) is an American association that offers "a structured framework that helps learners and institutions understand, adopt, govern, and lead AI initiatives." It works with public and private sector organizations to strengthen AI knowledge, digital transformation readiness, workforce development and innovation performance; you can read more on the official AIRIS website. Ai Brains, a Dubai-based AI technology company, delivers its three certification levels in Dubai and to clients across the UAE.
The national agenda behind AI training in the UAE
Three national milestones explain why AI skills now belong in workforce planning across the emirates:
- A national strategy (2017). The UAE National Strategy for Artificial Intelligence was launched in October 2017 and aims to make the UAE a global leader in AI by 2031.
- Dedicated ministerial leadership (2017). In the same year, the UAE appointed the world's first Minister of State for Artificial Intelligence.
- AI at every school grade (2025–2026). From the 2025–2026 academic year, AI is a formal subject in UAE public schools, from kindergarten to Grade 12.
The direction is consistent: AI is a long-term national commitment, reflected in policy, government leadership and the school curriculum. For employers, the question is no longer whether staff need AI skills, but which skills each role needs, and in what order.
Why today's workforce has to catch up
The school decision has a direct workplace consequence. Students will now study AI formally as they move through school, while people already in the workforce finished school before AI became a formal subject in public schools. Over time, graduates with structured AI education will join organizations, and the experienced colleagues who manage them will need at least the same foundation, plus the judgment to govern how AI is used.
AIRIS describes the gap organizations face: "Many organizations understand the importance of artificial intelligence. Far fewer possess the expertise, governance structures, and workforce readiness required to implement AI successfully."
To locate that gap in your own organization, look at three areas:
- Everyday use. Do staff share clear rules for checking AI outputs and handling data?
- Governance. Who can write an AI policy, assess AI risk and decide when a use case needs approval?
- Direction. Is there a clear strategy for how AI should change services, operations and decisions?
Each area lines up with one AIRIS level: everyday use with Level 1, governance with Level 2 and direction with Level 3. That is why role-based planning works better than one course for everyone.
Mapping AIRIS levels to UAE workforce roles
Use this table as a starting point in government entities and private sector organizations. The Initial AIRIS Exam, the first step of the AIRIS learner journey, should confirm each person's level.
| Role group | Government examples | Private sector examples | Starting level | What the level adds |
|---|---|---|---|---|
| Frontline, service and administrative staff | Service center and administrative teams | Customer service, sales support and operations teams | Level 1: AIRIS Certified AI Practitioner (AIP), 25 hours | AI fundamentals, generative AI and AI agents for daily tasks, with ethics and governance principles |
| Analysts and specialists | Policy, planning and statistics analysts | Finance, marketing, HR and business analysts | Level 1 (AIP), then Level 2 once they shape AI initiatives | Data science and machine learning foundations for judging AI outputs |
| Managers and project leads | Section heads running digital or AI projects | Department managers, product and project owners | Level 2: AIRIS Certified AI Specialist (AIS), 20 hours | Organizational frameworks, strategic planning and responsible AI implementation |
| Risk, compliance, legal and audit | Internal audit, legal and governance units | Compliance, risk and data protection teams | Level 2 (AIS) | AI governance, policy development and risk management |
| Executives and senior decision-makers | Directors, executive directors, heads of strategy and innovation | C-suite and business unit heads | Level 3: AIRIS Certified AI Mastery (AIM), 20 hours | Enterprise AI strategy, innovation leadership, organizational transformation and executive decision-making |
| IT, data and digital teams | Digital services and IT departments | IT, data and engineering teams | Based on Initial AIRIS Exam results; Level 2 (AIS) for those managing AI initiatives | A shared language with business teams on governance and strategy |
Two notes on using the table. Job titles vary between organizations, so let the Initial AIRIS Exam and the level recommendation make the final call. And plan for progression: an analyst who starts at Level 1 may move to Level 2 on taking ownership of AI initiatives, and a manager certified at Level 2 may later move to Level 3.
How individuals in the UAE can plan their training
If you are planning for yourself, work through five steps:
- Locate yourself. Decide which of the three areas your current role demands, and which your next role will: everyday use, governance or direction.
- Get a baseline. Take the Initial AIRIS Exam, which evaluates your AI awareness, knowledge and readiness, and review the level AIRIS recommends based on your results. You may not need to start at Level 1.
- Plan one level now and the next one later. Level 1 includes 25 training hours; Levels 2 and 3 include 20 each. Take the level your current role needs, and schedule the next one when your responsibilities grow.
- Pick a format that fits where you live and work. Ai Brains offers online and in-person options from Dubai, and studying online removes the commute for learners in other emirates. Our comparison of AI courses in the UAE by delivery format explains the trade-offs.
- Turn the certificate into evidence. Every level ends with an International Exam, and each certificate carries an ID that anyone can verify on the AIRIS website. Pair it with one applied example from your work, and see how employers read AI certification in the UAE at each career stage.
How organizations across the emirates plan AI training
For HR, L&D and transformation teams, AI training in the UAE works best as a program with a baseline, a sequence and a way to measure progress. Settle these decisions first:
| Decision | Options | What to consider |
|---|---|---|
| Who starts first | Leadership first, or a broad workforce cohort first | Leadership-first sets direction and policy before wide adoption; workforce-first builds demand and surfaces use cases sooner |
| How to set the baseline | The Initial AIRIS Exam for every participant | Produces a readiness map by team and places people by knowledge, not job title |
| How to group people | By recommended AIRIS level and role | Keeps content relevant and avoids one-size-fits-all sessions |
| How to reach staff in several emirates | Online, in person, or a different format for each group | With Ai Brains, format, schedule and location for corporate cohorts are planned with the client |
| Who owns governance | Named people trained at the governance level (Level 2) | Policy, risk and responsible AI need owners before AI use scales |
| How to measure progress | Certifications earned and verified by certificate ID, plus use cases started after training | Exam-based progression gives evidence beyond attendance |

Frequently asked questions
Why is AI training a priority in the UAE?
The UAE launched its National Strategy for Artificial Intelligence in October 2017, aiming to make the country a global leader in AI by 2031, and appointed the world's first Minister of State for AI the same year. AIRIS notes that many organizations understand AI's importance, but far fewer have the expertise, governance structures and workforce readiness to implement it successfully. Structured, role-based training is designed to close that gap.
Which AIRIS level fits which job role in UAE organizations?
As a starting point, frontline, administrative and analyst roles fit Level 1, the AIRIS Certified AI Practitioner (AIP). Managers, project leads and risk, compliance or audit staff fit Level 2, the AIRIS Certified AI Specialist (AIS). Executives and senior decision-makers fit Level 3, AIRIS Certified AI Mastery (AIM). AIRIS then recommends the most appropriate level for each person based on their Initial AIRIS Exam results.
Can a company with staff in several emirates run one AI training program?
Yes. Ai Brains is based in Dubai, serves clients across the UAE and offers AIRIS training online and in person, so teams in different emirates can follow the same certification levels and exams. For corporate cohorts, format, schedule and location are planned with the client. Starting every participant with the Initial AIRIS Exam gives the organization one consistent baseline across locations.
What does AI in UAE schools mean for people already working?
From the 2025–2026 academic year, AI is a formal subject in UAE public schools from kindergarten to Grade 12. Over time, more people will enter higher education and work with structured AI education, while today's employees finished school before AI became a formal subject. Exam-based training, such as the three AIRIS certification levels, helps experienced staff build a comparable foundation they can verify.
Does AIRIS training cover AI governance and ethics?
Yes. Level 1, the AIRIS Certified AI Practitioner (AIP), includes the ethical and governance principles shaping modern AI adoption. Level 2, the AIRIS Certified AI Specialist (AIS), focuses on AI governance, organizational frameworks, policy development, risk management and responsible AI implementation. AI Governance, Risk Management, and Ethics is also one of the 14 key learning areas that AIRIS lists.
